I am personally very motivated by this project. My philosophy aligns closely with yours; I advocate for moving away from the standard "concrete and brick" systems common in Bali in favor of more innovative approaches. I would welcome the opportunity to bring that passion to your team.

Beyond standard project management, I believe I can offer a high-level strategic partnership. My background allows me to provide "value engineering"—identifying alternative construction systems that are more eco-friendly, higher quality, and more cost-effective. These efficiencies alone could potentially save the project significantly more than my service fee.

As your construction phases intensify, having a dedicated partner to handle the COO and PM responsibilities will allow you to focus on your strengths as a Business Developer and client liaison. While I know you will remain involved in the vision, I can provide the critical, expert feedback necessary to stress-test ideas and ensure the highest quality results. I don't just offer "agreement"—I offer professional insight aimed at the project's best interest.

Furthermore, there is a distinct marketing advantage to our collaboration. Listing PT Terra Mitra Indo as your local Project Management partner in your brochures builds immediate trust and credibility with clients, showing a professional and stable local foundation.

I have attached a formal proposal for Construction Management. I have set the fee at just $1,500 USD per month, which I believe represents exceptional value for the level of oversight and strategic input I will provide.

Performance Guarantee Clause: I propose a two-year commitment with a specific success benchmark: I guarantee the sale of at least one property within 24-month period. If the sale generate aprox net profit of $40,000, my services for the duration of the contract will be provided at no cost. Furthermore, should I fail to meet this sales requirement, I agree to a full reimbursement of all service fees paid to date as a penalty for non-performance.

indo-tera propose services as your Project Construction Management.

My goal is to ensure that your vision is delivered on time and within budget, but more importantly, that the "ecological" brand is backed by "industrial-grade" construction quality.

I understand the project already started and there are many task as design, tender and strategies already done, but i really think could be good to have another point of view. 

Our partnership proposal is to help you as PM on site in the mornings for 25jt month and offsite i the afternoon and find a Architect/Site manager together for the full time overview of the project.

PROJECT CONSIDERATION AND PROPOSALS

Project Governance: Planning, Quality, Sustainablitiy & Resilience, Timeline & Milestone, Price & Financial control, and Risk Management

Following our recent discussions, I have outlined a comprehensive management strategy to help you to build a high-efficiency resort construction project. My goal is to maximize operational durability while strictly adhering to your ecological branding.

Project Leadership & Strategic Execution Plan

1. Proposed Organizational Structure

To ensure seamless execution and high-level oversight, I propose the following leadership alignment:

  • Development Manager & COO: Pak Tau – Strategic direction and high-level operations.

  • Project Manager (PM) & Assistant COO: Manu – Day-to-day execution, operational support, and performance tracking.

  • Internal Architect & Site Management: I recommend embedding a dedicated Architect within our core team to serve as Site Manager.

The Value of an Internal Architect: While external architects handle conceptual design, an internal architect is vital for technical execution. They will bridge the gap between vision and reality by producing "As-Built" drawings, construction details for roads, fencing, and decking, and managing phased infrastructure plans. Critically, they will handle government compliance and PBG (Building Approval) documentation, ensuring every phase is legally sound and ready for inspection.

2. Strategic Planning & Scalability Architecture

My management strategy bridges the gap between individual unit precision and macro-resort vision. Utilizing advanced Excel modeling and Microsoft Project analytics, I will establish a "Command Center" to drive productivity and mitigate risk through a Micro-to-Macro approach:

  • The Prototype (R&D Phase): We will treat the first unit of each villa type as a "Living Laboratory." By resolving design clashes in a mock-up phase, we optimize the data needed to streamline the remaining units.

  • Task Parallelization: Through rigorous scheduling, I identify non-linear tasks that can be performed simultaneously, ensuring site activity never stalls.

  • Multi-Level Oversight: Our reporting scales alongside the project: from individual units to phase management, full masterplan integration, and contractor performance tracking.

  • Continuous Improvement Loop: Data from Phase 1 will be used to "lean out" Phase 2, making the project faster and more cost-effective as it progresses.

3. The "Wave" Schedule: Linear Execution

To ensure zero downtime, we will implement Linear Scheduling, transforming the construction site into a high-efficiency assembly line:

  1. The Execution Wave: Teams move in synchronized phases. For example: Team A (Foundations) prepares the footprint; Team B (Carpentry) follows three weeks behind; Team C (Finishing) follows six weeks behind. As it seems working actually. 

  2. Standardized MEP: A single specialized firm will handle Mechanical, Electrical, and Plumbing for all units to ensure standardized maintenance and quality.

4. Contractor Synergetics & Operational Governance

I act as the Operational Hub for all contractors. Rather than traditional oversight, I implement Integrated Resource Planning (IRP):

  • Productivity Reports: I provide contractors with data to synchronize their labor, materials, and payment milestones.

  • Cost Reduction: By assisting contractors with their internal planning, we eliminate "Idle Labor" costs—a common issue in Bali—allowing us to negotiate more competitive contract pricing.

5. Value Engineering & Sustainable Innovation

I have identified key technical optimizations to improve speed and sustainability:

  • Eco-Conscious Foundations: I propose using Borepiles and Helicoidal Piers for decks. This is the most sustainable method for respecting the natural topography.

  • Direct Resource Management: Purchasing our own borepile machinery and hiring a dedicated internal team will be significantly more cost-effective than outsourcing to subcontractors.

  • Standardized Anchor Points: We will standardize the foundation "grid" to allow for Pre-Cast concrete stilts. This reduces labor by 30% and protects timber elements from termites and moisture (utilizing the proven Grün Resort model).

  • Advanced Prefabrication: We are assessing Modular Wall Panels (SIPs or Steel Frame Cages) that can be assembled on-ground and lifted into place, reducing the on-site footprint and accelerating the timeline.

My approach ensures that every rupiah spent is an investment. I am ready to deploy these Microsoft Project studies and Excel-based controls immediately to bring this vision to life.
